Although countries in the Global South have diverse histories, economic conditions, and social contexts, they share a common goal of pursuing innovative strategies. This includes adopting a menu-based approach to cooperation, avoiding division and confrontation, promoting openness, and prioritizing sustainable development. Such an approach contributes to a more balanced global power dynamic and paves the way for a promising international landscape.

  The Global South is a dynamic force in world politics, significantly influencing global security governance through international bodies like the United Nations and initiatives such as “Big BRICS.” The Global South’s role in global security governance is shaped by a desire for strategic autonomy, growing national strength, ongoing security threats, and gaps in current governance frameworks. Its impact promotes diversity and inclusivity in security discussions, advocates for new security paradigms, and supports multilateralism regarding security governance. 

    

  Global AI Governance: Progress, Challenges, and Prospects

  Artificial intelligence is transforming strategic competition among major powers, sparking new geopolitical rivalries and posing significant challenges to the international order. Protecting AI’s technological values and promoting “good governance” to ensure world peace and sustainable development is crucial. However, global AI governance faces hurdles, including conflicting stakeholder interests, complex governance frameworks, exclusionary practices, and collaboration challenges. The future of global AI governance relies on successfully implementing strategies based on “good governance,” “co-governance,” and the “rule of law.” 

    

  The UN’s Role in Global AI Governance

  In recent years, the United Nations has become a key platform for advancing global governance of artificial intelligence through a people-centered approach aligned with sustainable development goals. However, the UN faces challenges such as outdated international laws, disparities in AI development among nations, and competition among major powers. The UN needs to establish a coordinated governance model to address these challenges. 

    

  The EU’s Opportunities and Challenges in the Development and Governance of Artificial Intelligence

  The European Union has introduced the world’s first comprehensive legislation on artificial intelligence, positioning itself as a leader in AI regulation and governance. However, its AI capabilities still fall behind those of the United States and China. The EU is well-positioned for AI development with strong policy support and advantages in international norms, data potential, and research. Yet, it faces challenges in policy coordination, technological innovation, and investment shortages as it carves a unique path in the AI landscape. 

    

  NATO’s Indo-Pacific Shift: Strategic Logic and Prospects

  NATO’s ongoing Indo-Pacific shift takes place amid the China-US strategic competition and the Russia-Ukraine conflict, with a fundamentally distinctive strategic logic. Based on “integrated deterrence,” the current foray into the Indo-Pacific stresses great-power competition as well as the indivisibility of European and Asian security, and serves to achieve dual deterrence on China and Russia, aligning closely with the US Indo-Pacific strategy. Despite progress in recent years, the shift is constrained by NATO’s core strategic priorities, military capabilities, and internal disputes, rendering its prospects somewhat uncertain. 

    

  NATO Strengthens Resilience Building: Motivations, Impacts, and Constraints

  Due to changes in the European security environment, resilience has become crucial in NATO’s overall strategy to maintain the alliance’s legitimacy and support its expansion. NATO has strengthened its dominant role in European defense, enhanced resource integration, and advanced great power competition through “grouping” and “pan-securitization” strategies via resilience building. However, a funding shortage may limit the potential rivalry with the EU and highlight the apparent divergence of interests within the alliance.
