  Building a Global Community of Shared Development: Essential Attributes and China’s Contributions

  Building a global community of shared development has a long historical root and is of contemporary relevance. With a view to overcoming the global development deficit and bridging the gap between the Global South and North, it resonates with the vision of a community with a shared future for mankind. The concept and its corresponding practices greatly enrich the understanding and perception of global development and present a clear view of developing countries on the situation and direction of global development. 

    

  China’s Approach to Developing the Shanghai Cooperation Organization under New Circumstances

  The SCO is standing at a critical juncture of reorganizing its institutional capacity and reshaping its organizational framework. The increasing negative impact of geopolitical factors has posed severe challenges to its role in maintaining security and promoting development, but member states’ greater reliance on and demand for it have given a strong impetus to its expanding role in regional cooperation and global governance. China should help the SCO to flourish with Chinese proposals and work with all parties to build an SCO community of shared future in a stable and sustainable manner. 

    

  Institutionalization of US-Japan-Philippines Trilateral Cooperation and Its Implications

  The US, Japan, and the Philippines are institutionalizing their trilateral cooperation in a US-led initiative to deepen the overall strategic coordination across security, military, and economic domains and establish a permanent new frontier of the Indo-Pacific strategy. The institutionalization of trilateral cooperation and its connections to related mechanisms presents an enduring and significant military and security challenge to China in the Asia-Pacific, but divergences within the triad will add uncertainties to its long-term prospects. 

    

  Security Governance in the Horn of Africa and China’s Initiative

  The insecure situation in the Red Sea waters since the end of 2023 has once again exposed the vulnerability of security governance in the Horn of Africa. The direct impact of the Red Sea crisis on regional socio-economic development highlights the significant inadequacies in existing security governance measures. The China-proposed Outlook on Peace and Development in the Horn of Africa aligns well with the region’s urgent needs for peace and development, and represents the Chinese solution to address the security governance deficit in the region. 

    

  The Development Trends and Prospects of India’s Semiconductor Industry

  The Modi government, driven by economic transformation motives and strong geopolitical ambitions, has adopted a multi-pronged approach to improve India’s semiconductor ecosystem and position the country as a major semiconductor manufacturing hub. However, in a sector characterized by significant technological barriers and a well-established supply chain network with strong path dependencies, whether and to what extent India can achieve its semiconductor development goals remains highly uncertain. 

    

  Motivations and Impacts of Australia’s Deepening Relations with NATO

  Australia’s relationship with NATO has been expanding and deepening with breakthroughs in many areas following the outbreak of the Ukraine crisis. Cooperation in both military security and non-traditional security is accompanied by the development of advanced technology cooperation. The closer ties risk aggravating Asia-Pacific bloc confrontation and undermining the positive momentum of China-Australia relations, but are constrained by different strategic interests, limited strategic resources, NATO’s internal disagreements and Australia’s domestic misgivings.
